Jo Daviess County Comprehensive Plan
Changes in land use in Jo Daviess County over the past 20 to 30 years, have resulted in increased efforts to manage development. There is a broad base of resident support to promote economic development while maintaining the County's overall rural character. A County land use plan was adopted in 1990, and a zoning ordinance became effective in the county in 1995. In 1996, the County undertook a "Visioning" process to develop a consensus about the desired character of the County in the future (see statement on following page). In the fall of 1997, the County initiated a comprehensive planning process to build on the Vision Statement and to relate it to land use issues.
